'More actions' list is empty for content items

As the subject says, when I click on the "more actions" button below a content item, I get nothing. I was hoping to see options such as "Cut", Copy", "Delete", etc.

Makes life difficult when I want to move a document from one "space" to another.

I've been using the web front-end, by the way.

Does the user have the correct permissions on the document? I.e. the Guest user cannot cut/copy/move etc.
