Hi,

You can disable this tab by using the following contribution:

<require>org.nuxeo.ecm.user.center.actions</require>
<extension target="org.nuxeo.ecm.platform.actions.ActionService"
  point="actions">
  <action id="UsersGroupsHome" enabled="false" />
</extension>

If you need more control over this tab, you can also override the default filter contribution controlling it:

<require>org.nuxeo.connect.client.actions</require>
<extension target="org.nuxeo.ecm.platform.actions.ActionService"
  point="filters">
  <filter id="usersGroupsManagementAccess">
    <rule grant="true">
      <condition>#{currentUser.administrator}</condition>
      <condition>#{currentUser.isMemberOf('powerusers')}</condition>
    </rule>
  </filter>
</extension>
