Can't scroll down my HTML form

swa1

Hi to all,
when calling up a created form that is bigger than the screen I can't scroll down the form. I'm not able to click the Ok button. The background is scrolling down but not the form in the front. I have tested it with Firefox and IE.
Is it possible that there is a bug?
