Reapply rules in spaces

Hi,

I've created a rule for "Submit for approval" to move a document from Drafts space to Pending Approval space. Whenever a new document is uploaded, the action "Submit for approval" does'nt appear in the more actions. To get this I have do "Reapply rules in space" each time when a new doc is uploaded.

I modified the rule to run in background, but still it is the same. Is this an expected behavior? If not, pls let me know how to have the rule enabled for all the newly uploaded docs.
