Tags Not Showing for Content Contributors

Using Labs and have a user setup as a contributor. She is adding documents to the library and tagging them, however she cannot see the tags.
I am the admin and can see the tags. I logged in as a consumer and no tags show up.

Anyone know why this might be the case?
