Converting PDF to HTML under WCM 2.1 Community

I have not been able to get PDF's to convert to HTML in the directory they were added to. This happened both with a business document and a minimal test document. The error in each case is:

* A system error happened during the operation: Unknown Exception in Transaction.

Someone suggested that I post in the forums and ask how I can do this.

How can I enable conversion from PDF to HTML?
